Our response to Support at Home Aged Care Pricing Framework proposal

IHACPA’s pricing framework for Support at Home Aged Care Services 2026-27

Consultation background

IHACPA’s proposed pricing framework for Support at Home services could limit how osteopaths are paid for their work with older Australians. In response to this consultation we’ve pushed back against pricing models that undervalue your time and restrict fair billing for care provided outside face-to-face consults.

Our feedback included:
  • The pricing model focuses only on face-to-face consult minutes. This ignores vital time spent on coordination, documentation and client-specific planning.
  • Price adjustments must be included for care delivered after hours or in rural/remote settings as they are often associated with higher costs and complexity.
  • Benchmarks to other programs, like the DVA, are inappropriate for Support at Home service delivery.

We are still deeply concerned that osteopathy has been classified under the ‘therapeutic service for independent living’ instead of the appropriate ‘allied health and therapy’ service type and so we have also again called on IHACPA and the Department of Health and Aged Care to rectify this issue.
